About Cody
EXPERIENCE + CULTURE + COMMUNITY + SERVICE
Ludwig is currently the Covington City Councilwoman for District D. She is a Covington native and graduate of St. Scholastica Academy, and she holds a Bachelor of Science degree from Louisiana State University in Business Administration with a concentration in Marketing. Upon graduation from LSU, she worked as an associate financial representative and then as the Marketing Director for a wealth management advisor and retirement specialist at Northwestern Mutual. In 2013, she and her husband knew it was time to move back to Covington and lay roots, and she accepted a position for the City of Covington as their Cultural Arts & Events Coordinator – a role that eventually sparked her interest in governmental affairs, civic leadership, philanthropy and subsequently led her to run for Covington City Council a few years later.

A graduate of Leadership St. Tammany, she previously served on the City of Covington Planning and Zoning Commission and was a board member of the Covington Business Association. She actively supports several organizations, having directed events benefiting the St. Tammany Art Association and Covington Heritage Foundation. But Ludwig feels most proud of co-founding the Covington Celtic Club, the City’s St. Patrick’s Day Parade, along with the annual Oxtoberfest Beerfest benefiting the Boys and Girls Club of Covington.
“I’ve learned over the years that one person can make a large impact on a small community with passion and hard work. Serving on the Covington City Council and representing District D enables me to continue to do just that.” Ludwig said.
Ludwig is married to her high school sweetheart, Nick Ludwig, a St. Paul’s alumnus, and the couple has two young daughters, Reese and Remy. The Ludwig family resides in historic downtown Covington.

Platform & Accomplishments
Family Centric & A Team Player
As a registered Republican since I was 18 and a St. Scholastica Academy alumna, I have always felt strongly about leadership and the importance of a woman in a leadership role. I have been married for almost 14 years and my husband and I love raising our young daughters in Covington’s thriving yet peaceful community. As a lifelong, active parishioner of St. Peter Catholic Church, I am grounded in my faith and proud to raise my girls with a strong, moral compass. I grew up playing sports and continue to coach my daughters in soccer with the Covington Youth Soccer Association. I understand the value of teamwork and recognize the lifelong impact athletics has on a person’s character. Fiscally Responsible, A Voice for Families
As the only woman currently on the council (as well as in the upcoming election) and the only person under the age of 40, I feel my voice as a woman raising a young family is important as we guide the City’s budget and continue to work for a brighter future for Covington. Over the past four years, I have consistently been fiscally conservative in regard to the City’s budget, resulting in there being no occurrence of deficit spending. With an operating and capital budget of $30.94 million for 2023, Covington will continue to rely on thriving businesses and the sales tax revenue they generate to keep up with the rising costs of city operations. I recognize the importance of small businesses and how local government and a surrounding community can either help, or be detrimental, to those small businesses, and I enjoy working with our business owners and enabling them to thrive without bureaucratic tape standing in their way.
Pro Economy
These past four years, my district has been a unique blend of residences as well as the main thoroughfare of commerce and medical corridor on Tyler St. and parts of Hwy 21. I have fostered strong and productive partnerships with St Tammany Parish Hospital, the neighboring local business community, and the Chamber of Commerce. I fully understand the importance of these relationships, particularly as the hospital is the number one employer and economic driver for the City of Covington. Maintaining these relationships, along with those I have with our local, state, and parish leaders, is a driving force to continuing to improve infrastructure and traffic conditions throughout our city and to ensure Covington remains attractive to new businesses and the new jobs they bring.
Infrastructure, Drainage, & Flood Mitigation
In the past four years, I have voted to provide necessary funding for drainage improvement projects and infrastructure enhancements. Part of getting to enjoy the wonderful aspects of Covington’s historic heritage comes with the challenges of 210 year old infrastructure. Our council and administration have tackled these challenges head on and prioritized spending and capital outlay to address pressing issues, some of which lie under the surface. The work that has been completed may not be as visible as other projects, but they are necessary for our quality of life.
Public Safety & Speeding
I am proud of my focus on public safety. I advocated for the approval of our new police chief who is doing a truly great job. I have voted multiple times to give our law enforcement a pay raise, resulting in an increased number of patrol officers working diligently to protect and serve the citizens of Covington. I recognize that part of what makes Covington great is our safety. As we watch what is happening in New Orleans, we continue to prioritize public safety and recognize our law enforcement’s efforts by increasing pay and supporting officer retention.
Speeding has been an issue in District D for quite some time, but with a full police force and traffic division, the Covington Police department has been on the streets cracking down on people speeding. We have also voted to begin testing speed humps and delineators throughout the city and District D.
While the above items are just some of my past term’s highlights, I recognize that there is still work that needs to be done. With the recent redistricting (effective July 2023) and the opportunity to serve new residents and families, I look forward to my continued work on the council with the support of your vote!
Representation is the core basis of democracy and having a woman’s participation on the Covington City Council is a fundamental prerequisite for a genuine republic.
When you vote on March 25th, vote for experience. Vote for the person who has done the work and is a proven leader and advocate for Covington. Re-elect Cody Ludwig for District D.
Where is District D?
Please note the below map reflects the change in District D boundaries that goes into effect July 2023.
Due to the redistricting in 2022, Portions of District D will be going to District E, such as the St. Tammany Parish hospital area. Portions of District C, such as The Village subdivision, will be absorbed by District D. These changes go into effect July 2023.


Events & News

2022 was a busy and wonderful year personally, professionally, and with the Council. While we rarely get a full night’s sleep between our non-profit efforts, family activities, careers, and work for Covington, I wouldn’t trade it for the world. I am ready to continue to serve Covington in 2023 and beyond!
